10% target programme
The Sustainable Development Goals (SDGs) are essential to achieving our objectives, requiring over $4 trillion in annual financing. This ambitious target is unattainable without mobilizing private capital.
Institutional investors face significant challenges, including a (yet) limited familiarity with impact investing, a conservative approach, and barriers to scaling their impact investments. Currently, 7-8% of Dutch Assets under Management (AuM) is allocated to impact investing.
To address these challenges, the NAB has launched a campaign aimed at urging institutional to commit to allocating 10% of their AuM to impact investments by 2025, with 4% specifically targeted at emerging markets by 2030. This initiative aims to engage and support pension funds, insurance companies, asset managers, and banks, working collaboratively to overcome challenges. The NAB is also actively engaging with public sector stakeholders and industry organizations, including the Pensioenfederatie, the Nederlandse Vereniging van Banken, and the Verbond van Verzekeraars, to leverage these efforts.
The programme began with a diagnostic phase focused on understanding the barriers limiting impact investing among Dutch institutional investors.
This initial phase involved:

A high-level analysis of existing impact allocations across 34 top institutional investors, conducted through desk research.

A survey and bilateral interviews with allocators to identify market, cultural, regulatory and operational barriers.

The publication of the State of the Dutch Institutional Investment Sector in Impact Investing report, which summarised key findings.
Building on this foundation, the second phase switched focus to implementing targeted solutions, starting with a Collaborative Dialogue Session to co-define priorities and continuing through coordinating initiatives and ongoing monitoring.

One of the key initiatives that emerged from our Collaborative Dialogue held for institutional investors lead to the formation of the Community of Practice in Real Estate.
The housing crisis in the Netherlands as well as globally alongside the persistently high levels of carbon emissions from the contruction industry is a major issue. The sector remains heavily reliant on traditional, carbon-intensive methods.We believe that the industry is at cross-road and calls for a transformational change requiring innovative solutions that enables construction to become more sustainable but also faster and more cost-efficient.
While there has been (institutional) capital movement towards impact investing in real estate more is possible as we become cognizant of the immense potential the sector holds to drive environmental and social transformation. Bridging the financial gap is critical to ensure access to affordable housing, which remains a basic necessity in today’s world. For this, we have initiated a Community of Practice in Real Estate - a series of three seminars where experts will share best-practices and build knowledge to showcase the potential real estate holds.
