Blended Finance - A potential catalyst to mobilise capital for impact

The NAB (Netherlands Advisory Board on impact investing) has released a research report presenting the results of a systematic and comparative review of how blended finance mechanisms could function across a diverse set of fund structures, investment strategies, and sectors. By aligning impact objectives with commercial capital requirements, blended finance offers a powerful pathway to mobilise private investment at scale and accelerate progress towards the Sustainable Development Goals (SDGs).
Laure Wessemius-Chibrac: “As investor interest in impact strategies grows, global challenges continue to face critical funding gaps. Blended finance can offer a way forward by bridging the gap between impact objectives and commercial capital requirements and channelling funds to where they are most needed, yet least likely to flow. This report intends to provide a practical guide to mobilise capital at the scale our global challenges demand.”
This systematic and comparative review of how blended finance mechanisms could function is evidenced by 21 diverse cases from the Netherlands, Europe and Emerging Markets. A series of observations underpinned the lessons we distilled from the cases. Among them: blended finance is not a one-size-fits-all model; structuring is inherently a negotiation process; and catalytic capital must align with impact objectives and remain accountable.
The research offers insights intended to guide the design of future blended finance vehicles and equip practitioners and policymakers with a blueprint to mobilise private capital at scale in service of the SDGs.
